If we ask to student how to get the value of (a+ib)^(1/5) without using de Moivre theorem, maybe pencil more suitable to solve it. Because it can be used to write the answer by numerical method. But there is a problem, can numerical methods solve (a+ib)^(1/5) by using zero (null) initial guess?

Sure, I suppose. As long as they can generate an unrehearsed and mathematically correct explanation of the work, including details, I'd be good. Although I can't imagine a student feeling any less stressed if they had the ability to sit down and write it out rather than talk it out -- if they were called out on the spot.

Hypothetically, would you accept a student writing an explanation in front of you? Some people get extremely nervous about oral exams but are fine with a pencil.

Just curious.
